Zambia and Orlando Pride forward Barbra Banda has been voted BBC Women’s Footballer of the Year.

Of the five-players shortlisted for the award, Banda received the most votes from readers.

The shortlist – based on performances from September 2023 to August 2024 – was selected by a large panel of experts involved in football around the world, including coaches, players, administrators and non-BBC journalists.

Reacting to the award, the 24-year-old told Sports Afrique, “I am shocked and surprised to have this award right by my side.”

Banda added, “I would like to thank the people who voted and everyone who has played a part in my life and my career – my family, my national team in Zambia and especially the Pride team. It is for everyone.”

Babra scored four goals for Zambia at the Paris Olympics this summer, including a first-half hat-trick against Australia, to become the leading African goalscorer in Olympic history with 10.

She scored 13 goals for Pride in 2024 National Women’s Soccer League (NWSL) regular season, despite only joining in March, and four goals in the p

layoffs, including the winning goal in the championship final on Saturday as Orlando Pride won their maiden title.

Banda was also named Most Valuable Player (MVP) in the NWSL.

Spain and Barcelona midfielder Aitana Bonmati came second in the voting, while USA and Portland Thorns forward Sophia Smith finished third.

Norway and Barcelona winger Caroline Graham Hansen and USA and San Diego Wave defender Naomi Girma were also on the shortlist.

Banda became the second-most expensive women’s signing in history – behind Zambia team-mate Racheal Kundananji – when she joined Pride from Chinese club Shanghai Shengli $740,000 (£581,000) in March.

“My aim always is to score because I love scoring,” said Banda. “But it all starts from practice, having good training sessions and good talks with the coaches and team-mates.

“It has not been easy but I think hard work and consistency has really helped.”

The Zambia captain, who came 12th in the 2024 Women’s Ballon d’Or, is a former professional boxer who won all of her five bouts before switching focus to football.

“Growing up in Zambia has never been easy, especially as a young girl. It is so difficult for us to get into sport like football,” she said.

“Parents never used to believe that women could play football so it was a challenge.

“My mum was not in support of it, but when women’s football started being recognised in Zambia she came to understand and let me do what I love doing most.”

Pride head coach Seb Hines told BBC Sport: “It is great to see Barbra getting acknowledged for what she has done, not only for our club but for African football.

The Guinea Football Federation (FGF) is claiming Tanzania should be prevented from qualifying for next year’s Africa Cup of Nations (AFCON) after an alleged administrative violation in Tuesday’s match between the two sides which saw a Tanzanian substitute wear an incorrect shirt number.

The FGF said in a statement on Thursday that it filed a formal complaint about the alleged error following the qualifier. The Tanzanian Football Federation (TFF) later said it had not received any indication from the Confederation of African Football (CAF), which organises AFCON, that their player’s participation in the match was “illegal”.

Tanzania won the match 1-0 in its capital of Dar es Salaam, which saw them book their spot in the 2025 AFCON by finishing second in their qualification group, one point ahead of third-placed Guinea.

But the FGF claims that the shirt number error should result in Tanzania being penalised by losing the match and the victory and three points instead awarded to Guinea, which would see them qualify instead.

The incident in question occurred in the 73rd minute of Tuesday’s game, when Ibrahim Ame was introduced. The FGF claims that he wore the No 26 in error, as there was no player with that number listed on the official teamsheet.

The TFF, though, adds that its players were checked by Guinea and the match commissioner ahead of the game and that it is “surprised” about the claim regarding the illegitimacy of Ame’s participation.

Replacing Old Or Faulty Meter Is Free – NERC Alerts Nigerians, Warns DisCos Not Impose Estimated Billings

The Nigerian Electricity Regulatory Commission (NERC) says it is the responsibility of electricity distribution companies (DisCos) to replace customers’ meters free of charge if the devices are obsolete or faulty.

On October 18, NERC ordered DisCos to replace phased-out meters.

Following the directive, Ikeja Electric Distribution Company (IKEDC) and the Eko Electric Distribution Company (EKEDC) announced that the Unistar prepaid meters, first deployed over a decade ago, would no longer be supported from November 14, due to technological upgrades and the token identifier (TID) rollover issue.

However, media reports on November 11, suggested that DisCos insisted on payment by customers for replacement of their functional meters.

In a statement on Monday, NERC said the move by DisCos violates its order.

According to the regulatory body, the directive noted that no meter-based consumer should be forced to switch to estimated billing.

“The Nigerian Electricity Regulatory Commission is aware that some Distribution Companies (DisCos) have instructed customers to apply and pay for the replacement of faulty and obsolete meters within their franchise areas,” NERC said.

“This instruction contravenes the Commission’s Order No. NERC/246/2021 on the Structured Replacement of Faulty and Obsolete end-use Customer Meters in the Nigerian Electricity Supply Industry.

“The Order clearly states that no customer with a meter should be forcefully migrated to estimated billing. If any customer’s meter is adjudged by any DisCo to be obsolete or faulty, it is the responsibility of the DisCo to replace the meter free of charge, provided that the fault was not caused by the customer.

“The Commission restates its commitment to protect customers’ interests and rights by ensuring compliance with established regulatory standards and enforcing regulatory penalties for non-compliance by its licensees.”

The NERC urged customers to report cases of non-compliance with the order by any DisCo.

On October 22, after receiving complaints from consumers who raised concerns about the cost of getting a meter and the bill incurred during the period of changing the meters, the Federal Competition and Consumer Protection Commission (FCCPC), held a meeting with electricity stakeholders and issued directive asking DisCos to replace faulty or obsolete metering devices without charging customers

Tax Reform Bills Aligns With Policy Of Not Taxing Poverty – Taiwo Oyedele On Exempting Minimum Wage Earners From PAYE

The chairman of the Presidential Fiscal Policy and Tax Reform Committee, Taiwo Oyedele, said minimum wage earners in Nigeria may be exempted from the Pay As You Earn (PAYE) tax model once the Tax Reform Bills become law.

Oyedele made the disclosure during a question and answer session to educate Nigerians on the proposed law.

Under the PAYE tax model, Oyedele stated that “Individuals earning about N1.7 million or less per month will pay lower PAYE tax, while those earning the new minimum wage and slightly above it will be fully exempted.”

He pointed out that the current taxable income bands and rates, introduced in 2011, have not been reviewed, leading to a situation known as “fiscal drag,” where many low-income earners have gradually been pushed to the top tax bracket due to rising inflation.

On the exemptions for minimum wage earners and tax reductions for low-income earners, Oyedele noted, “These new thresholds will result in approximately 98% of workers in both the public and private sectors paying lower taxes, while the top 2% will progressively pay slightly more, with rates reaching up to 25% for high-net-worth individuals.”

He explained that the lowest-income earners, who account for about one-third of all workers, will be fully exempt from tax, while low and middle-income earners will pay less.“This approach aligns with the policy philosophy of not taxing poverty,” he said.

“Furthermore, self-employed individuals and entrepreneurs will benefit from tax exemptions similar to those available to formal employees.”

Oyedele also mentioned that the VAT reform includes a zero percent (0%) rate for essential items such as food, education, and health, as well as exemptions for rent and public transportation.

Section 40 of the current VAT Act, the revenue is allocated as follows: 15% to the Federal Government, 50% to the States and the Federal Capital Territory (FCT), and 35% to Local Governments.

The allocation to states and local governments also incorporates a derivation principle of at least 20%.

He said the items make up an average of 82% of household consumption, nearly 100% for low-income households, which will help alleviate the rising cost of living for many.

Oyedele noted that there will also be proposed changes to income tax laws to facilitate remote work opportunities for Nigerians engaged in global business process outsourcing, empowering Nigerian youth to play a significant role in the digital economy.

The new tax bills, Oyedele said, are being introduced to eliminate all state-level consumption taxes, except VAT.

Oyedele also expressed concerns about the derivation model for VAT allocation to states and assured that no state would be left disadvantaged.

He explained that the law allocates 5% for equalisation transfers to support states that might collect less under the new model.

#EndBadGovernance: Nigeria govt to transfer minors’ cases to juvenile court
Last Friday, three minors and one person of adult age were brought to face charges related to the August #EndBadGovernance protest slumped at the Federal High Court in Abuja.

The Ministry of Women’s Affairs has announced that, as stipulated by law, the court cases of the 52 children being prosecuted for participating in the #EndBadGovernance protest, will be transferred to juvenile court.

The ministry said plans to have their cases transferred are underway and will soon be concluded alongside the provision of social and psychological support.

According to a statement issued by the ministry on Saturday, the Minister, Imaan Sulaiman-Ibrahim, visited the children at the detention facility in Abuja, interacting with them to identify and address their concerns.

“Communications are underway with relevant authorities, including the Ministry of Justice, the judiciary, and correctional institutions, to ensure that these children’s cases are expedited and heard in juvenile courts as mandated by law.

“Active monitoring of their welfare is ongoing, and the ministry is collaborating with child rights advocates to ensure no child suffers undue harm, discrimination, or maltreatment,” the statement reads in part.

Last Friday, three minors and one person of adult age were brought to face charges related to the August #EndBadGovernance protest slumped at the Federal High Court in Abuja.

Minors detained over protest
The defendants looked malnourished and had been reportedly starved and mistreated while in detention.

The minors are part of the 76 alleged #EndBadGovernance protesters who were arrested and detained by the Nigeria Police Force three months ago.

In August, the court ordered the remand of 76 individuals, including minors below 18, in prison for two months at the request of the police for more time for further investigations.

“The Ministry is adopting a Whole-of-Society Approach (WoSA) to address juvenile delinquency. Through collaborative efforts with all relevant stakeholders, the goal is to strengthen existing systems and structures, with a focus on reforming the juvenile justice system.

“Key initiatives will include revising laws to address juvenile delinquency and fostering multi-sectoral engagement to empower communities and authorities to prevent juvenile delinquency across Nigeria”.

The Inspector-General of Police, Kayode Egbetokun, in the application for the detention order on 8 August, accused the detainees of “terrorism, treason, treasonable felony, arson, and other terrorism-related offences.”

The IGP based the application on section 66(1) of the Terrorism (Prevention and Prohibition) Act, 2022, section 35(1)(C) of the Nigerian constitution, and section 299 of the Administration of Criminal Justice Act (ACJA), 2015.

The court incident triggered an outrage among citizens, with many demanding the immediate release of the children and others arrested over the protest.

Civil society organisations and rights activists slammed the police and the government over the arrest and detention of minors.

Cases of minors under review
Speaking on this, the Ministry of Women Affairs said President Bola Tinubu has directed the attorney general, Lateef Fagbemi, to review the minors’ cases.

The ministry said it is working on providing psychological counselling for the children once they are released and accessible educational opportunities.

According to the ministry, Mrs Sulaiman-Ibrahim discussed with authorities during her visit to the facility how to ensure the children receive appropriate care and are in excellent condition.

She said: “Ensuring the rights of every child is paramount, as enshrined in the Constitution of the Federal Republic of Nigeria, the Child Rights Act, and international treaties to which Nigeria is a signatory. AFCONQ | Nigerians Living In Libya To Pay $50,000 Fine Slammed On Libyan Football Federation

Following the verdict delivered by the Confederation of African Football in response to the complaint lodged by the Nigeria Football Federation over the recent inhumane treatment meted out to the Super Eagles in Libya, members of the Nigerian community have reported mass arrests and fines in the country.

The Nigerian football team was held at the Al-Abraq Airport in eastern Libya for over 20 hours upon arrival for the second leg of the 2025 Africa Cup of Nations qualifier between the Super Eagles and Libya’s national team.

The contingent was scheduled to land at the Benghazi Airport and travel for nearly four hours by road to Benina, where the match was to be played.

However, less than an hour before landing, the Tunisian pilot reportedly received a directive from Libyan authorities to divert the flight to the Al-Abraq Airport, located 150 miles away from the destination.

The development sparked widespread outrage, forcing the NFF to withdraw the Super Eagles from the qualifying match and file an official complaint to CAF.

In its ruling on Saturday, October 26, signed by its Chairman, Ousmane Kane, the disciplinary committee of the African football body awarded the Super Eagles of Nigeria three points and three goals for the abandoned match.

The disciplinary board ruled that the Libyan Football Federation breached Article 31 of the Africa Cup of Nations Regulations and Articles 82 and 151 of the CAF Disciplinary Code.

The panel also ordered the LFF to pay a fine of $50,000 within 60 days of the notification of the decision.

Displeased with the verdict, the LFF President Nasser Al-Suwai’I described it as “unjust and malicious,” alleging that the NFF’s influence within CAF played a major role in the outcome.

A report on Monday by a Libyan outlet, Libyan Observer, quoted Al-Suwai’I saying the LFF would file an official appeal within hours and that if the appeal was denied, the body would resort to the Court of Arbitration for Sport to ensure “their legitimate rights are secured.”

Campaign against Nigerians

Following the CAF ruling, a popular Libyan news blog, Libya News Today 1, posted on Sunday, stating, “All Libyan TV channels are urging the government to arrest the Nigerian workers who are working here in Libya without legal papers. They have to pay $500 plus taxes.

“The fine that Libya is accused of will be paid by Nigerian citizens who live in Libya. We have been subjected to injustice. We have no borders with Nigeria. What benefit are they to us? They’re a burden on the Libyan people. They have to go back home.”

The blog has more than 188,000 followers on Facebook and 57,000 likes.

The post was accompanied by a video of a Libyan TV presenter, who said, “Anyone who is living in Libya and working without paying tax is eating haram, which means sinful money. The government should make every effort to arrest all Nigerians who are working in Libya so that they can pay a tax of $500 and regulate their stay in the country by obtaining residence permits.”

Another Libyan site, Libya INF.TV, reported that Libyan stations wanted the government to start arresting Nigerian workers.

“Those who don’t have Libyan papers will have to pay a fine of $500 for taxes. If you refuse deportation, no mercy. The Libyan government will pay the Nigerian government from their citizens’ money,” the post said.

Mass arrests

Speaking with Sunday PUNCH, a Nigerian living in Tripoli, the Libyan capital, Adenaike Emmanuel, said the arrests began on Sunday after the CAF statement was released in the country.

“They have already started. The news came out on Saturday, and they were saying they can’t accept it and that they are not the ones who will pay the money. They have started proving this.

“Someone called me and said they had already begun arresting people in his area. The same thing is happening here in Tripoli. In some places, people were arrested on Sunday morning and afternoon. As I mentioned before, Libyans don’t hide their feelings. They believe that by doing this, they are getting their revenge,” Adenaike stated.

The President of the Nigerian community in Libya, Peter Omoregbie, also confirmed the arrests in a video shared by multiple Libya-based Nigerian blogs during the week.

Omoregbie, who confirmed this while making an official report at the Libyan immigration office on Monday, said, “The arrests started on Sunday night in some areas in Tedora. They are arresting innocent people. They don’t even care whether you have passports or residence permits. They just don’t care, which doesn’t happen in other countries.”

When asked to provide background to the incident, he said, “The football body is an association on its own, which the government isn’t supposed to interfere with according to CAF laws. There was a football match scheduled between Nigeria and Libya on October 15. Nigeria was supposed to arrive in Benghazi, but they were diverted to another state, so the match could not take place. The Nigerian football team then returned home. Since then, CAF has investigated the issue and set up a committee to find out what really happened.

“Yesterday, the verdict was issued that Libya has to pay a fine of $50,000 to CAF due to the way they treated the Nigerian football team. Now, on social media, Libyan journalists and numerous bloggers are saying that Nigeria will be made to pay the $50,000 fine by arresting all Nigerians in Libya. But in other countries, nothing like that happens.

“As the community leader, I received some videos showing that the arrests started last night in the Tedora area. They said the Libyan police have started arresting Nigerians, whether they have passports or not. Some of us are already afraid, calling everywhere to ask what to do. Sometimes, as community leaders, we are helpless. Even the Nigerian Embassy’s hands are sometimes tied. But international bodies need to intervene in this situation.”

Two days after Omoregbie’s report, another Nigerian in the country, Omo Oba Legba, said the arrests had intensified.

In a Facebook video posted on Wednesday, he said, “My Arab master, who is a policeman, just called me now and told me not to go out to buy anything because they have started arresting Nigerians in Libya. I asked him, ‘What about those with Libyan passports?’ But he said they aren’t considering passports and that anyone who is Nigerian will be arrested. That’s why I decided to alert our people so they know how far this issue has gone.

“The Super Eagles had what they needed to and returned. They got their money, whether they won or not. But see the problem they’ve caused for us. If Nigeria was good, we wouldn’t have come to Libya to suffer. The Nigerian team only faced a day of hardship—what about other Nigerians here who face the same treatment every day? My Arab told me that until the CAF fine is overturned, they won’t stop arresting Nigerians. Please, we appeal to the Nigerian government to come to our aid.”

Similarly, Libya INF.TV posted a video on Thursday where a Nigerian pleaded with the Libyan police to stop the indiscriminate arrests.

He said, “Football has nothing to do with us. If you want to catch them, catch them when they come here. Leave us out of this. And to the Nigerian team, I don’t know what you’re thinking, coming here to play football with the Libyan people. You don’t have sense. Please, Libyan police, please.”

Libyan rights institution warns security agents

Meanwhile, the Chairman of the National Institution for Human Rights in Libya, Ahmed Hamza, has warned against retaliatory acts targeting Nigerian workers in the country in the aftermath of the CAF ruling.

According to Libya Review, Hamza noted that some media platforms were inciting hostility towards foreigners by portraying them as illegal or irregular residents.

“We warn against any form of retaliation against foreign and migrant workers in Libya, especially Nigerian workers, by security forces, armed groups, or citizens,” Hamza stated.

He cautioned that unlawful actions against foreigners could lead to repercussions in domestic and even international justice.

When Sunday PUNCH contacted the Libyan Embassy in Abuja for comments, a lady who identified herself simply as Rose said she was not authorised to talk.

She said, “As you can see, I am not the media secretary. Whatever information you need, kindly put it into writing and send it to the embassy. Then, they will respond to it. Address the letter to the ambassador of the Libyan embassy.”

Our correspondent wrote a letter of inquiry to the embassy as requested. However, 48 hours later, there was no response.

A request for information from the Nigerian Embassy in Tripoli was also not replied to as of press time.

When contacted, the spokesperson for the Ministry of Foreign Affairs, Eche Abu-Obe, simply said, “I have sent a message to the Director Africa.”

The Nigerians in Diaspora Commission had yet to respond to calls and a text message from Sunday PUNCH as of the time of filing this report.

A former Nigerian ambassador to Mexico, Ogbole Amedu-Ode, said the Federal Government should investigate the retaliatory arrests and report Libya to the African Union.

He said, “The Nigerian government doesn’t have hardcore evidence, and if they do, they should report Libya to the African Union. If Nigerians collate evidence of the maltreatment, the Federal Government can protest directly to the Libyan government over what Nigerians are facing.”

Amedu-Ode further advised Nigerians in the Arab country to keep low profiles until the situation was under control.
